In the same article cited above, state Senate Consumer Protection Chairman Ron Menor said the Public Utilities Commission has fouled up the wholesale gas price cap situation by ignoring its own consultant on how to set up price structures. In fact, Menor said the commission "exacerbated the problem" and could have "done a better job of establishing a fairer and more effective gasoline price regulation."
