What Governor Linda Lingle said in a March 7, 2006 press release on SB 3040:


March 16, 2006
"This bill ignores the reality that thousands of people in our state live paycheck to paycheck and have difficulties paying for basic necessities… We cannot keep collecting taxes from people who are unable to afford to pay their rent, buy groceries or cover their electricity bills."







What she didn't say:



Can you tell Lingle's running for reelection? Has it become obvious yet? Far from hammering poor people, all SB 3040 does is give the state Legislature the option—when the state general fund has more than five percent of tax revenue for two consecutive fiscal years—to either return that money to the taxpayers in the form of a refund or deposit it in the emergency and budget reserve fund. Right now the law says the Legislature must refund the money to the taxpayers.
