What Governor Linda Lingle said in her Jan. 23, 2006 State of the State Address about public safety:


March 30, 2006
"Of all the tasks that government undertakes, none is more fundamental than ensuring the safety of our citizens. The natural disasters of the past year made it clear that civil defense preparedness is a necessity, not a nicety."







What she didn't say:



Apparently, dam inspections across the state weren't part of what her administration considered "civil defense preparedness," even though the recent Louisiana floods were caused by dam breaks. In fact, The Sierra Club apparently forwarded a warning to state health and natural resources officials that the Ka Loko Dam on Kauai was flooding three weeks before it finally gave way and killed seven people, but nothing was apparently done. Attorney General Mark Bennett, whose office is looking into the dam breaks, told the Honolulu Advertiser that the Sierra Club complaint is part of their investigation.
