Rough though it sometimes may be towards liquor licensees, you've got to love a Maui County agency that sends out a yearly newsletter called Booze Clues. And once again, the Liquor Control department doesn't disappoint.
The latest issue, labeled both "Spring 2006" and "June 2006," has most of the usual features we've come to love—a warning that liquor licenses are about to expire, notification of the new Adjudication Board and Liquor Commission chairs and vice chairs and a note about the LC's website. I say most, because my favorite part of the last issue—the gratuitous, unfunny blonde joke—is gone.
Anyway, there is at least some humor in the latest issue. "With high school graduation and summer around the corner, the Department will increase random stakeouts and will again use minor decoys to insure licensees are in compliance with the liquor laws," states the newsletter. "The Department has utilized minors in their enforcement program and several licensees have been caught selling or serving liquor to the minor decoys."
This is, of course, not a warning as some on the Board of Adjudication have implied, but just a statement of fact. By now nearly everyone on the island knows the LC operates minor decoy sting operations. A vague announcement once or twice a year that roving officers will be out sometime soon isn't exactly worthy of a newsletter. But some kind of notification to licensees who passed sting operations? Nope.
To do that, the LC would have change the way it operates. It might even have to change its rules. But by a remarkable coincidence, the newsletter says they're going to do exactly that!
"The Department has been working on proposed amendments to the Rules of the Liquor Commission and has received several proposals from licensees and organizations representing licensees," says Booze Clues. "These proposals will be reviewed by the Liquor Commission and dates will be set for public hearings for the proposed rule amendments."
No idea when—LC Director Franklyn Silva has been mentioning them for the past year—but they're sure to be fun.
