And it needs to sway to and fro. The chemicals are not cost free. Alaska runs a ferry system among many whales and manages to benefit humans along the pan-handle. Hawaii can do it too. Low cost and sustainable energy production should be your focus. The streams need to return and responsible desalination has to happen. None of that will happen without low-cost energy.
