Thirty days in jail and/or a $1,000 fine is the maximum penalty under the statute. Obviously that would be excessive in most cases. The point is merely that there's already a law on the books covering inattentive driving, so why pass another one that's specific to handheld electronic devices? Do we then pass individual laws banning eating while driving? Fiddling with the radio? Turning around to talk to someone in the back seat?
Better to have one law to cover all these things. And we have it. No need for more.
