Undecided. I see your quandary.
But if I were in your district (which I am not), I think I'd vote for Netra.
As you say Joe is a nice guy, but he is also ineffective because he doesn't realize how much he DOESN'T know about how the legislature works...
He's rated a C+ by the Sierra Club which tells you his environmental votes were either missing or on the wrong side.
