They appeal their taxes when the estimated value of the hotel is believed to be too high. If it is found to be too high by the court, then it changes. But they still pay their taxes. Estimating the worth of a hotel is much harder than a neighborhood home. You are able to see houses sold around the neighborhood often enough to get a solid idea of a homes worth. Hotels are much more difficult to determine.
sorry to dis this paper, but it gives a very juvenile and skewed outlook on the issue.
