Minor Decoys Subject To Law Too?

In a number of past LC Watch columns minor decoys have been used to bust bars and stores. Isn't it against the law for a minor to attempt to buy liquor or to even enter a bar? If it is against the law then the bar/store owners, upon seeing a valid underage ID, call MPD and have them arrested. That'll give the LC something to talk about.
