Lingle Talks one way acts another

Lingle says she want local school boards. Yet she has complete power to tell her DOE administration to create local school boards and DO WHAT THEY SAY...but she does not.
Lingle says she supports local rule but when the Maui County Council asked for an EIS on the Superferry, she bullozed right over them. (This, has now broken out into a nation scandal and makes her and the Leg. look really bad)
When Maui asked for Healthy Start not to be cut from the budget, Lingle responded by spending another million dollars on the Superferry and eliminating Healthy Start.
