Follow this logic:
If someone fires a gun in public they get prosecuted even if nobody gets hurt.
If your dog, any breed, gets loose and chases someone you get prosecuted even if nobody gets hurt.
Certain dogs are violence waiting to happen, just like owning a gun. If your child gets a hold of your gun you are held responsible. If someone else lets your dog loose, you are held responsible.
If you don't like it you can always not get a dog if you can't handle.
