Well therein lies the problem. The LC won't define if bobbing your head or raising your arm is dancing. Therefore, to protect themselves from heavy fines, the bars err on the side of caution and ask you to stop bobbing your head. Don't think it's hypothetical, It happens. The LC inspectors are out every night putting the pressure on bars. The Orwellian aspect of it is that it forces to bars to enforce the regulations with a "Big Brother is watching" attitude.
