war on drugs?

Weed is not a drug, it's a plant. Drugs are ''manufactured." With the economy as bad as it is, why waste tax dollars or any other dollars for that matter fighting something that is NEVER going to go away. That money could be better spent for schools, parks, roadways etc. The "war on drugs" has been going on for decades and hasn't progressed at all. Alcohol and cigarettes has affected communities more negatively than marijuana. Incarcerating people for drug use won't solve anything either. If someone has a substance abuse problem they need to be rehabilitated not jailed.
