HC&S subsidy? Or not? Hard to say after reading text of bill as

My reading of the text of the bill as it passed doesn't actually mention sugar at all - it's worded thus:
"(f) Hawaii Transportation Cooperative- Notwithstanding any other provision of law, the Secretary shall use $21,000,000 of funds of the Commodity Credit Corporation to make a payment to an agricultural transportation cooperative in the State of Hawaii, the members of which are eligible to participate in the commodity loan program of the Farm Service Agency, for assistance to maintain and develop employment."
So - we're left with the question: what ag transportation cooperative is getting that money? Is it HC&S? And who are the 'members' eligible to participate in 'loans'?
And can you imagine what that $21 million might do if disbursed to small scale farmers across the state? I can...
