Issue MSC a "time out", no more business to be done until all safety and operations are reviewed and deemed acceptable. Also have them offer restitution in the form of restoration efforts to the reef. The loss of revenue for them will serve as a reminder to be more safety conscious in the future. A fine will only end up in the pockets of some lawyers and for what?
