To Jail and Back

I read the article and interestingly enough wow. I want to know who decided to send our Hawaii prisoners to Arizona? Who made out in this transaction? Arizona or Hawaii, or some political beauracrat? Hey, hows about this, no one was watching. Hows that! And what is this IGA thing, Inter-Governmental Agreement. Why does Hawaii belong to another government other than the US of A. Do we hold a Sovereign Government that existed during the times of our monarchy? Does the Kingdom of Hawaii still rear its mighty head? Somebody please tell me what does this entity do? Our taxes pay the state of Arizona to caretake our Hawaii prisoners when our own state could probably better facilitate them here. All the spaces in the state, but DPS couldn't find a way to keep them here. What a waste of tax payers money. Not alone to say, moneys families spend to be able to talk to their sons, husbands, fathers, when the expense could've been less if they were here on their home island.
Is there a way for the powers that be to come up with a solution for our Hawaii prisoners? Maybe Mayor Arakawa can recommend some good ones to get them back home. Jobs would probably be created to program them when the get home. Re-introducing them to society would need someone to take that task on. Something needs to get done. I'm sure that government will figure it out.
