fish farming support short lease terms

seems fish farming can benefit all if done using medication and managing fish waste ,perhaps with bottom feeders that make use of waste falling to the sea floor, limiting drifting waste via screening like shade cloth,,,my business and real estate experience tell me that 10 year leases would suffice...leases and contracts should carry performance thresholds to be met , annual water / wildlife samplings, for leases to continue each year.
