Cure?

"Vice Section Commander Captain Gerald Matsunaga says "there's no evidence marijuana is a cure for anything, that's why law enforcement is against it.""

Just what is it that Mr. Marsunaga thinks codeine cures? Pain relief is not a cure for the cause of the pain. But then logic and law enforcement in the same paragraph would be an oxymoron.
